We read forty-seven results for “enterprise seo agency” in the United States on 2026-09-22. Twenty-four of those results were agency service pages, seventeen were ranking listicles, three were forum threads, and two were directories. Every listicle named its favorite agencies, and not one of them showed a reader how the ordering was produced. We wanted a different answer to the same question, so we built a measurable and admittedly partial way to read the on-page SEO of the agency pages an enterprise buyer actually meets. Our research points to contextual density as the strongest on-page driver we can observe, and that measurement is the core of this index. What the enterprise SEO market looks like on this keyword

The enterprise buyer meets a crowded and uneven page. Fifteen quality agencies compete inside the first thirty-two results alone, and nine more true service pages sit behind them before the capture ends at forty-seven. The anchor keyword draws 3,600 searches a month in the us database at keyword difficulty 29, so the page pays for itself and the competition reflects that.

The pages differ more in breadth than in intensity. Density across the cohort runs from 10.30% to 18.38% and the median sits at 14.2%, a spread of under two to one. Coverage runs from 57 distinct list terms to 174, a spread of three to one. An enterprise page separates itself by how much of the market’s vocabulary it carries, not by how hard it presses on one phrase.

Across the markets we have measured, the pages that rank carry more of the vocabulary a buyer uses than the pages that don’t, and they carry it as a wide set of distinct terms rather than one phrase repeated. Contextual density is that measurement: the share of a page’s words that belong to the market’s term list, read together with how many distinct terms the page covers and how often each one returns. A high reading means the page speaks the market’s language across the whole topic, which is what a search engine and a language model both have to work from.

How to choose an enterprise SEO agency

An enterprise engagement fails on coordination more often than on tactics. The agency will work across a content team, a platform team, a legal reviewer and a regional marketing lead, and the work stalls wherever one of those seats has no owner. Ask how the agency runs that coordination before you ask what it thinks of your title tags.

Scale changes which skills matter. A site of forty thousand URLs rewards log file analysis, crawl budget control, faceted navigation rules and template-level fixes, and it punishes page-by-page optimization. An agency that describes its work only in terms of individual pages is describing a different job than the one you are buying.

Platform experience is worth more than industry experience at this size. Reading the table

Five pillars make the score, and four of them measure the page. Coverage counts how many of the 311 market terms the page uses. Density passes the page’s contextual density through a saturation curve, so a page at the cohort median scores near the middle of the scale rather than at the top. Efficiency reads the repetition index and gives full marks at 3 or below, where a page’s density comes from breadth rather than from returning to the same terms. Structure reads how many of the terms the page covers reach a title tag, an H1, an H2 or an H3. Footprint is the one pillar that is not the page: it averages United States brand search volume against Google review standing.

The term list deserves a sentence on where it comes from, because the coverage pillar is only as honest as its list. The 311 terms are two sets. The first is every Semrush broad-match variation of “enterprise seo agency” with ten or more US searches a month, with geographic, brand-name and conversational queries removed. The second is the vocabulary the fourteen competitor pages share, extracted from those pages statistically and kept where two or more of them carry a term.
