Search “seo agency canada” from Toronto and Google returns 48 results. Nine of those results are directories. Eight are ranking posts that agencies wrote about other agencies. Four are forum threads. Every one of those ranking posts names a best agency in Canada, and not one of them publishes the measurement behind the name.
ProStar SEO built the SEO Contextual Density Index to rank the same market on something a reader can recompute. The index reads one thing well, the vocabulary a page carries and where the page puts it, and the index states what it leaves out. The Canadian SEO market, measured
Fifteen quality agencies compete for “seo agency canada” in Canada. Other agencies serve Canadian businesses, and this table covers the ones the live SERP put in front of a buyer. Whale measured the fourteen agency pages in that SERP and ProStar SEO’s own service page against one 146-term list. The list comes from what the competitors write. ProStar SEO places first at 55.0 and leads 2Marketing by 7.2 points.
The Canadian SERP hides its agencies behind intermediaries. Directories hold nine of the 48 results, ranking posts hold eight, and forum threads hold four. A buyer who types the query meets a market in which almost nobody sells to them directly.
Each pillar computes from that agency’s own page and site against published constants. Google’s position sits beside every score and never enters the calculation.

Why contextual density is the yardstick
Ranking pages carry more of the vocabulary a buyer uses than pages that do not rank. Ranking pages also spread that vocabulary across many distinct terms instead of repeating one phrase. Contextual density measures the first property: the share of a page’s words that belong to the market’s term list. Semantic diversity measures the second: how many distinct terms the page covers and how often the page repeats each one.
ProStar SEO tested this relationship across three markets and found coverage tracking position most strongly where the term list carried real subject vocabulary. The index weights content ahead of structure and structure ahead of footprint for that reason. The weights follow the correlation table in ProStar SEO’s own paper, and the methodology page prints every constant.

AI presence here is a countable figure: the number of CA keywords for which Google’s AI Overview cites each domain, from the Semrush index on 2026-09-17. Nothing is scored from it; it’s printed because a buyer choosing an SEO agency in 2026 wants to know who the machines already quote. Which of these agencies work in French
Canada runs two official languages, and Quebec legislates the language of commerce. A national SEO offer therefore covers French or leaves French to someone else. Whale checked each of the fifteen agencies for a French version of the site, a French language subtag in the page head, a language switcher, and any stated French or Quebec service. The answer runs narrower than the market’s own copy suggests.
One agency publishes in French. ProStar SEO runs a full French site, sets a French language tag on every page, and names Bill 96 in its Canadian copy. How to choose an SEO agency in Canada
“Canada” covers two different purchases, so settle which one you are making. A single-location clinic in Mississauga buys local search: the map pack, the Google Business Profile, reviews, and city pages. A SaaS company in Waterloo selling into the United States buys national organic, and that buyer can ignore an agency’s Canadian address entirely. Several agencies on this list sell both and say so. The pricing question lands differently depending on which purchase you are making.
Ask whether the agency serves the country or one city. Nine of the fifteen name industries they serve beyond the page Whale measured, and most of those pages are Toronto pages carrying a Canadian title tag. The characteristics table prints each agency’s head office and whether that agency presents Canada-wide service elsewhere on its own site. Those two columns separate a national practice from a Toronto practice that bought the national keyword.
Read the agency’s page for your keyword before you read its proposal. The coverage column performs that reading with a script: it counts how much of your buyers’ vocabulary appears on the page the agency wrote to win your business. Page Pros ranks third on Google with 852 words covering 15 of the 146 market terms. Green Lotus ranks fifth with 7,601 words covering 78. Both pages work, and the two pages are not the same product.
Settle the French question before you sign. One agency on this list publishes in French and one sells French as a paid add-on. An English-only programme leaves a French-reading market to a second vendor or to a translation pass nobody scoped. Translated pages built without their own keyword research rank for nothing in either language.
Weigh the domain separately from the page, because the two come apart in this market. Kinex Media holds 1,100 page-one keywords in Canada and sits at position 22 for this query. Awkward Media ranks first on 464 organic keywords across the whole Canadian database. One agency runs a large domain that has not won this keyword. The other runs a focused page that has. Your choice depends on whether you are buying reach or attention.
Questions to ask before hiring
Which of your current clients are Canadian, and can I speak to one? A named client on a page states a claim. A reference call produces evidence. Two agencies on this list name no clients at all, and several name clients based outside Canada.
Do you work in French, and who writes it? One agency here publishes in French and one sells French as an add-on. A yes deserves three follow-ups: who writes the French, whether the French pages get their own keyword research, and how the site handles hreflang. A translated page with no research of its own costs money and returns no channel.
Show me the page you’d write for my main keyword in my city. The map pack decides most walk-in and phone demand for a single-location business, and Google Search Console understates that demand badly. An agency that cannot describe Business Profile categories, review handling, and the separation between local pack and organic performance has not run local work for a Canadian business.
Is my campaign national or city-level, and how does the budget split? Canada holds a small number of large metros with very different competition. An agency that quotes one national figure without naming the cities it is buying has not planned the campaign.
How will you measure the work, and can I recompute it? This page exists because most agency rankings resist checking. Ask the agency for the same standard: a metric, a method, and a number you can reproduce.
What’s the minimum term, and what happens to the content if I leave? Published minimums on this list run from $1,000 to $2,500 a month where agencies publish them at all. Content written for you belongs to you, and your contract should say so.
Reading the table
Five pillars make the score, and four of those pillars measure the page. Coverage counts how many of the 146 market terms the page uses. Density passes the page’s contextual density through a saturation curve, so a page at this cohort’s median of 12.9% scores 56 and a page at 20% scores 67. Efficiency reads the repetition index and awards full marks at 3 or below, where a page earns its density by using many terms rather than repeating a few. Structure counts the share of the page’s list terms that reach the title tag or an H1, H2 or H3. Footprint leaves the page and carries the smallest weight: Canadian brand searches a month and a rating-weighted Google review count, both log-scaled, averaged.
Two facts about this instrument deserve stating plainly. ProStar SEO publishes the table and writes its page against the list the table scores. The list rule answers that conflict: a term joins the instrument only when at least two competitor pages carry it or Semrush lists it as a variation of the anchor, so ProStar SEO cannot add vocabulary nobody else uses and then score itself on that vocabulary. No row depends on any other row, so a competitor rewriting its page cannot move ProStar SEO’s score and ProStar SEO cannot move theirs.
Position and score disagree in both directions here, more sharply than in any market this index has measured. Awkward Media ranks first on Google and places fourth. Page Pros ranks third on the thinnest page in the cohort and places tenth. Kinex Media places third and sits at position 22. ProStar SEO’s own page holds the widest vocabulary in the market and appears nowhere in the first 48 results, which is the plainest illustration this edition offers: the index measures the page, and Google ranks the domain.
